News download Indian Express App IE Online Media Services Pvt Ltd More Related NewsDemonetisation originated as an idea on 8 November to kill the black money build-up in the system to end corruption and break the back of terrorist activities But the obvious inference one can draw looking at a series of incidents that have happened since the demonetisation announcement by Prime Minister Narendra Modi is that the very idea is turning into a myth Representational image PTI It is too early to assess the impact of demonetisation on the economy and its last stated objective of pushing the system to a cashless economy But one needn’t wait any longer than this to understand whether the currency swapping exercise is good enough to address the issues of black money build-up in the system corruption and terror funding Three separate incidents since 8 November tell us that it isn’t The first is an incident reported from Gujarat on 17 November when two port trust officials were arrested for accepting a bribe of Rs 29 lakh in new Rs 2000 notes that was launched on 11 November The second is the Nagrota terrorist attack that began on Tuesday morning and has so far claimed the lives of 7 soldiers including two officers The third and the most critical evidence is the seizure of Rs 47 crore worth new Rs 2000 currency notes by IT officials from two contractors and two government officials The Rs 47 crore was part of a total Rs 30 crore haul Remember the demonetisation implementation isn’t even over yet The public has still got one more month to deposit the old Rs 500 Rs 1000 notes The new currency denominations of Rs 2000 and Rs 500 remain extremely scarce in bank branches and ATMs Close to Rs 5 crore of new currency notes in one box would be a rare sight even for the banker at the branch of a nationalised bank these days Then how did our Bangalore contractors and government officials manage to bring home this much amount in new bills The Bangalore episode tells us that remedy to checking unaccounted assets is beyond merely swapping the currency notes It has more to do with the loose systems in place and more importantly the culture Until the time the surveillance mechanisms are strong enough to track suspicious transactions including those outside the purview of the banking system the peril of black money build-up is here to stay The currency ban would have slowed down illegal cash hoarding for a brief time a few days or weeks at the most before re-emerging in brand new notes The argument goes similar to the corruption cases involving cash exchange and the terror funding What difference the currency swap made to stop corruption The Rs 3 lakh bribery case in Gujarat is an eye-opener to the government and the society as to what is the mindset of corrupt officials to the currency swap When the PM was announcing the currency ban on the evening of 8 November these crooks would have been laughing aloud in their minds After lying low for a few days till the government mints prints new currency notes and take it to the bank branches they would have started calling for bribes in new Rs 2000 Rs 500 notes instead of the old Rs 500 Rs 1000 notes Only the currency notes changed in color and shape the corruption didn’t Then comes the issue of terror funding Like the earlier examples the cash crunch would have paralysed the stone pelting in Kashmir against Indian army for a few days because just like our contractor in Bangalore and port officials in Gujarat the handlers of young unemployed crowds in Jammu and Kashmir would also have been waiting for the new lot of currency to come But it won’t be long before things return to ‘normalcy’ again Nagrota is a big disappointment not just for the government even for the common man standing in ATM queues hoping that this exercise will paralyse terror funding and large organised terrorist attacks on Indian establishments would be a thing of the past The incident tells us that one of the two possibilities — that terrorists deployed for major assaults aren’t really dependent on cash or even if they need they have modes to continue to getting money–exists Demonetisation is still a game in progress It is too early to assess the tangible benefits of it to the state-exchequer and whether the pain of the common man is justified at the end of it But even at this stage it is equally naive to imagine that the note ban will kill illegal cash build up in the system curb corruption and end organized terror After a public health emergency was declared by the Indian Medical Association (IMA) in New Delhi on Tuesday considering the sharp decline in air quality level Delhi chief minister Arvind Kejriwal urged education minister Manish Sisodia to keep schools shut for a few days Considering high level of pollution I have requested Sh Manish Sisodia Education Minister to consider closing schools for a few days — Arvind Kejriwal (@ArvindKejriwal) November 7 2017 Calling the city a ‘gas chamber’ Kejriwal said that every year at this time of the year the same situation was faced He added that they needed to find a solution to the problem of crop burning practiced in the neighbouring states This comes after a letter to Arvind Kejriwal from the IMA was released by India Today which said "children are more prone to harmful effects of air pollution as their lungs are still growing. Breathing polluted air can hamper the growth of their lungs leading to breathing problems later on in life" File image of Delhi chief minister Arvind Kejriwal Getty images The IMA also appealed to Kejriwal to issue an advisory for all schools in Delhi-NCR which should be disseminated through different media such as radio print and social media It also requested Kejriwal to cancel the Airtel Delhi Half Marathon scheduled for 19 November according to DNA "The air quality is particularly poor in the early morning when pollution is extremely high This is also the time when the proposed Half Marathon is scheduled to start The hazardous pollution levels may have disastrous health consequences even for the healthy participants" said the letter according to the DNA report India Today further reported that the letter said when the Air Quality Index crosses 200 time spent outdoors should be restricted The city’s air has witnessed a rise in the air pollutant level with Delhi’s average Air Quality Index (AQI) being 411 at 9 am on Tuesday morning as per News18 According to reports visibility dropped to 200 metre at 830 am Mathura Road was at 441 which is one of the highest in the city In Noida AQI was 430 at 930 am Low visibility in the city resulted in slow traffic reported Hindustan Times while adding that long traffic queues were seen on the Delhi-Noida-Delhi Flyway and Noida-Greater Noida expressway Over 20 flights were delayed or affected due to runway closure and smog at Indira Gandhi International Airport reported ANI The Central Pollution Control Board (CPCB) said high moisture level in the air has trapped emissions from local sources and hanging low over the city in the absence of wind Dipankar Saha CPCB’s air lab chief told PTI that air from neighbouring Punjab and Haryana where paddy stubble burning is in full swing is not entering the city as of now When it starts the situation is expected to deteriorate further The CPCB recorded ‘very poor’ air quality in the national capital Neighbouring Noida and Ghaziabad however recorded ‘severe’air quality According to the graded response action plan when AQI hits severe levels agencies are supposed to take counter measures reported Hindustan Times These include enhancing public transport services with differential pricing to encourage off-peak hour travel and increasing the frequency of mechanized cleaning of roads and sprinkling of water on roads With inputs from agencies Bengaluru: Around 40000 private hospitals and clinics remained closed on Friday as private doctors went on strike protesting against Karnataka’s proposed amendments to a medical bill to fix costs for private hospitals and penalise doctors "Nearly 50000 private doctors from across Karnataka will abstain from their duties on Friday against the amendments proposed to Karnataka Private Medical Establishments (KPME) Bill 2017" the President of the Karnataka chapter of the Indian Medical Association DrHN Ravindra told IANS in Bengaluru Representational image PTI The bill proposes regulation of costs in private hospitals prohibiting the hospitals from levying any additional costs from those set by the government setting up of a grievance redressal committee to look into any complaints against the private hospitals and penalising the doctors for any negligence in their work The state was proposing amendments to the KPME Act 2007 through this new bill The bill is likely to be tabled in the winter session of the legislative assembly in November in Belagavi "If the government sets up a law this way doctors are going to be extremely wary of taking up risky cases as the bill even proposes imprisoning the doctors for up to three years and imposing a fine of Rs 5 lakh" Ravindra said With the Medical Council of India already laying down rules for the doctors and prohibiting them from practicing in case of any errors while treating a patient the doctors’ associations in the state have been against setting up another committee "Private hospitals are being treated as commercial entities by the state — the electricity charges water charges everything we pay is at commercial rates and not subsidised unlike in government hospitals How can the state government in such case regulate costs in private hospitals" Ravindra questioned Terming the bill "draconian" medical associations in the state have been demanding the removal of these amendments "If the state government wants to bring out a new medical law then it has to include the government hospitals too by which the government hospitals could also improve" Ravindra added Nearly 80 per cent of the patients opt for private hospitals for treatment in the state "We will be meeting all the medical associations in the state on 5 November after which we will decide our next action" he addedincentives, “His model has been the Chinese, Sources in the police,’ Modi wondered in Parliament, Modi added that he was aware of the Status of known non-native species introductions and impacts (updated)

first_imgAntarctic biodiversity and ecosystems are under threat from introduced non-native species. Currently the Antarctic Peninsula and off shore islands are the most invaded areas. Invasions are likely to increase, facilitated by climate change and increased human activity in the region. Despite success in eradication of non-native plants, established non-native invertebrate species have already begun to increase their distribution within Antarctica with largely unknown impacts upon native organisms and habitats. Further scientific research could usefully investigate surveillance and detection techniques, the rate and extent of microbial and marine introductions, rates of transfer of native and non-native species between Antarctica eco-regions, and devise optimal prevention and ultimately eradication methodologies.last_img

Oxford reveals gender pay gap

first_imgOxford University has revealed it has a mean gender pay gap of 24.5%, which is higher than the national average. The median pay gap shows a 13.7% disparity between pay for male and female staff members. The figures also show that 82% of staff earning over £100,000 are men. It was further revealed that although more women than men are employed by the University, there is a mean bonus pay gap of 79%.The University has blamed the gap on the lack of women in senior roles and has committed to increasing the representation of women across the institution. Vice chancellor, Louise Richardson, said: “We are pleased to publish our data on gender equality. It is one important way of maintaining momentum and ensuring accountability.“The lack of women occupying senior roles in universities remains a challenge to the Higher Education sector. Oxford, while an exceptional institution, is no exception when it comes to gender equality. “We continue to work, however, with enthusiasm, energy and determination to address the considerable imbalance.” The release follows a change in the law which now requires employers of more than 250 people to calculate and publish their annual gender pay gaps. The largest imbalance was in the upper quartile of pay where men outnumbered women by 25.6%. The opposite was true of lower quartile of pay where women outnumbered men by 30.2%.The median gap, which is viewed as a more reliable figure, fell below the national average. The pro vice chancellor and University advocate for equality & diversity, Dr Rebecca Surender, said: “While it’s encouraging that our median gender pay gap is lower than the national average, we are not complacent and we recognise our need to continue to enable workplace gender equality across the University.“We are committed to achieving one third representation of women across University leadership roles and on selection committees, and for women to comprise a minimum of 30% of Council and each of its main committees.“Although there is a more work for us all to do, the University is clear that achieving gender equality is a key priority and we are committed to working to make this a reality.”The data only covers University staff with Colleges expected to publish their own figures. Few colleges have released these statistics with Balliol College and Keble College showing the highest mean pay gaps with 16.2% and 18.5% respectively.New College has also published its calculations showing a median gap of 24.3% and a mean of 12.6%.last_img
